"You must be logged in to perform that action"
Similar to Steam is telling me sign in ... When I am already signed in except the action is in a Chrome browser tab on a machine without the Steam client installed (there's an "Install Steam" nudge on the top bar.) The issue being not able to like a review of a game.
However, rebooted the machine while still logged into Steam finding no problem with access to actions in the browser pages, including the posting of this message.
Remember a similar issue to this years ago, not long after Steam launched - the consensus then was to use the client app rather than the browser - still appears to be the case. :MotoGP25time:

In browsers, https://steamhost.cn/steamcommunity_com/ and https://steamhost.cn/ (community and store) are separate logins.

Thanks, right well the only account I am using is the steampowered one, do happen to have ownership of an api key. Given that it permits access to the community forums, that would explain it.
