Steam is not a bank. You cannot cash out Steam wallet balance.

Account details -> Purchase history -> Find the transaction where you purchased the wallet funds -> I'd like to request a refund

You can only refund wallet funds if you purchased the funds yourself (so not funds that you got from selling items) and only if you haven't spent any of it.
