Xbox One controller works in Windows but no input ingame

The problem is when I connect my Xbox One controller to my Windows 10 PC via official Microsoft Wireless Adapter, the controller is connected successfully and I can even navigate Windows with it, but when I launch any game it does not react to any actions I perform with the controller.

When I connect the controller to my PC via USB, the controller vibrates for a second, but it is doesn't appear to be recognized by the system at all: the "X" at the center doesn't light up, Windows doesn't respond to any input, Xbox Accessories app doesn't see it - which never happened before as I always updated the software directly connecting the controller to my PC via USB.

Another interesting thing is that when I connected the dongle and the controller to my Windows 11 laptop for the first time ever - which has no Xbox Accessories app or another helpful software - the controller works without any issues in games.

Just a month or so ago I didn't experience the issue. In the span of the month I haven't connected any additional USB devices so there should no be any conflict USB-wise.

What I've already tried:

- restarting the PC

- updating Windows 10 including unnecessary updates (like Bluetooth, etc.)

- deleting the controller and the dongle records from Device Manager and then reconnecting both

- updating the controller software via Xbox Accessories app

- re-pairing the dongle with the controller

Anyone has any tips on fixing this (excluding updating my PC to Windows 11)?
