Try ask own ISP and there partners partner to try deal with it,
a ISP can actual try have a better or should i said high service priority of server data,
but i can also say stop use wifi and VPN that prolong and extend Latency and that your problem to tell other People from there. ( plz ask own IT educate tech dude from Taiwan for best network and he will tell you wifi and VPN only make it worse. ) i dont have to tell you this he will.

To have a global netwotk with fastest and lowest Latency, is your own problem in your country.

That's an issue on your end. Not much (if anything) anyone here can do for you. Talk to your ISP, that's your only solution.
