Define shut down. Games are stored on your Steam account, so exiting the Steam client for example will not have you lose your games.

If Steam were ever to 'shut down' permanently, then publishers would likely come up with other ways to upload their game content to you.

Can't say for sure, cause in the end what ever they decide to do would happen when they did it, regardless of what they've said.

But, there are numerous mentions of an answer given to this question being that Steam would lift the Steam DRM restriction so you could play your purchased games without Steam. Who knows if that's true though, cause it hasn't happened.
