What have I tried?
- Disk cache is disabled
- Tested my SSD speed
- Set Steam to high priority
- Disabled security applications
- Nothing is using the disk in Task Manager
I can already reach speeds of around 20 MB/s when downloading other games from Steam. I'm only experiencing this issue with PUBG.
Downloading should at least be your max download speed; I think you have issues with the Speed anyway.
"Write Caching on the device" is for writing to the SSD. Normally it speeds up writing. Keep it enabled if you have no problems.
I think it might be running slow due to Low Power.
Not because your power isn't delivering enough power, but rather due to Power Saving settings.
I recommend looking at the Power Management plan and see if you can tweak it.
I also recommend looking into Core Parking and see if disabling it does anything.
If tools like task manager show the disk isn't actually busy 100%, its diffidently some kind of power saving setting somewhere at least.
