DLCs are part of the game.
Pay to win is when you can throw a bunch of money at a game to get a significant advantage.
Winning is a sense of fulfillment on it's own so is completing achievements.

Because they are delivered later? They are part of the planning and design of the game. Remember when Mass Effect 3 got flak that they already included hooks for the DLC in the main game?
I frankly don't quite understand the problem with it. If I like a game enough to do all the achievements, I happily do the DLC also. Most of the time it's more of the same goodness. Some are a bit ... different. Like the Arena Shooter/Horde Mode in Bioshock Infinite or the Challenges in Dishonored. Price-wise ... well, buy them on sale. Or buy the complete edition on sale to begin with.
As I said, there is still stuff in the game you haven't done or experienced. So why would you expect a 100 % on it?
Take American Truck Simulator for example. Would you seriously consider the base game DLC enough for a 100 %? Just cruising through California while the game has expanded into to New Mexico, Colorado and (soon) Wyoming?
Or Crusader Kings 2. Do you really argue you deserve a 100 % on just the base game while ignoring 95 % of the game?
Or Train Simulator that is just one track (or four as it makes you buy a package)?
thats another BIG thing if you play the game enough to 100% it id guess you like it enough to get the DLC "maybe even on a sale" and play it.
DLC has pretty much replaced expansions. And the approach is no different than before. Work on an xpac bagan right after development of the base game, the conception has already been done by then.
Also no, it should not. If a game continous to deliver content for years after release they have every right to make money from it.
Asking for continous support and new content for a one time purchase, probably at a steep sale is greedy. Wanting to be able to pay bills and getting paid for ones work is normal.
this 100% why would they ever be free.
