And when they take it down to do maintenance it ALL goes down. Not parts here and there. And as far as I know there is a local copy of the save file. If not that is 100% up to the developer of the game and no Valve can't make them have a local save file and no Valve won't do it for them (they don't have the source code for every game).
Any other time they don't know its going down so can't send out a message.
If the game relies of some sort of always connected DRM to use, then if the internet is down there is nothing you can do. Don't like always on DRM? Then avoid buying games with DRM in them. There is a list you can find in google of steam games with no DRM.
As for not being able to access your car because of an update... guess what, its an actual thing already, specially with electric cars. At least according to some things I have read over the years. This is usually why they try to do updates while the car is charging if I remember right.
There is only one game in my library that actually requires cloud and that is The Secret of Monkey Island Special Edition because it does not create a local save.
All other games do create a local save and i can play them offline.
Still WOW servers is able to do that. Put up a simple message that the WOW server is down and will be back at x time. Why can't steam do that. WOW....
WOW is an online game hence the message. Other mmo's also display the message.
Steam is an online platform that does not actually go down on maintenance Tuesday.
