That said, personally I wouldn't mind if things would be displayed a bit differently for people who like them. But as always, I wish there were actually options for people who aren't interested in it all.
I'll give you exactly one guess as to why they do not.
Also, until the problem is solved of each DLC having its own entry in your library when this is implemented, no thanks. I don't need 1000 additional library entries for just my Train Simulator dlcs alone.

The achievements are also still included in the main game's list:

(Better Than Tenements, The Conclave, and Zeitgeist are the visible achievements on the store page)
And it's not only the go-to, it's basically the only one I have ever seen flaunted around. Looks for me more like they set it up in some unusual way that is not really supported. And they didn't do so for the next installments nor even any of the other DLCs for this title.
Amazing how PSN and LIVE were able to set it up. PSN even managed to change the system from having everything in one list into the splitted lists during PS3 times.
It's always mind blowing how Valve is incapable to do something according to some people. I wouldn't trust such an inept company with keeping up a gaming platform at all.

You can safely say that the vast majority of games on Steam with DLCs will require the DLC achievements to get 100%.

Feel free to show me how it's working. All I see is an inaccessible achievement list for the DLC, just like the one above.
Soundtracks are also a special kind of DLC more aking to standalone DLC. I assume it's working the same way as achievements for movies did. Feel free to show me an example of how it works with actual DLC that is incorporated into the game, because that's what these threads are talking about.
Maybe Valve need to remember about this feature, or be more persistent about it. Years ago developers didn't even bothers about Steam achievements at all/Steam cards/emoticons/wallpapers and so on. Maybe this will change in future.
Right now I don't understand why same developer may add different achievements category on PSN, but not on Steam. Maybe this feature on steam not so clear or nobody know about it?

Valve is not going to force devs to use a feature they don't want to use, nor should they. That's why a game having achievements to begin with is purely an optional decision on the part of the devs. As it should be.
Like I said, until the appID system is changed so as the DLC does not get a separate library entry, I would not want DLC to be separated. Personally I don't care either way because content added to a game is content added to a game, regardless of its a DLC or not, so if you don't complete the content, you haven't completed the game. If I want 100% in the game, then I get the DLC and 100% the game.
If it is so well documented and *we* know it works, you should not have any problem finding me an example, should you?
After all, you are the one claiming it exists AND you are one of the group constantly provocating people with "prove it".

It works for standalone content. Does it work for incorporated content as not only this thread, but every other has asked for? The one example that is always used is indeed *not* working as claimed and is not even used consistently within the same game, giving the impression that it is not setup as intended.
