Steam with way more third-party account integrations and connections
Steam Workshop with Mod DB, Nexus Mods, and Mod Workshop (formerly Last Bullet) connection and integration support compatibility, plus the Steam Library and Steam Store having the same for Itch.io and Indie DB as well.

That would be up to the third parties to implement. Steam offers the tools to link your account, but those sites need to want to implement it.

Probably, afterall steam isn't going to contact them and ask them to do it.
