Because Steam is a store, also, think of the people needed to check all those messages when reported.
Steam makes no money from the forums or profiles, only from sales of games, DLC, and game related content.
Heck it is estimated that LESS than 1% of Steam's userbase even visits the forums and less than that actually use the forums.
They already have Steam messages that you can use. You can also use it too call your friends.
They are not going to add a third party program where people can claim to Valve employees that tries to steal peoples accounts.
Community part in it's entirety on Steam is second most important part of it. Yes buying games might be the bigger one but the community part is what keeps people here.
Epic Games have no community and it actually makes people come here for help.
Sending voice messages. Pretty self-explanitory.
Useful for example for blind people, who need to rely on a Voice-to-Text program otherwise.
Also useful for dyslexic and slow typers or when you use Steam on tablet.
I didn't know WhatsApp allows you to connect to your Steam friends. Wow. That's big news.
