They did give people the option to hide the profile awards as that's an easy 1 byte option to keep track of. Now why they can't do that for the recent badges, I can't help you with that one.
I agree that awards could be done away with entirely. But "the cat's out of the bag"--lots of real-world money has already been spent on awards. To take that all away overnight would lead to major backlash.
I agree--they should have that option for recent badges too! And if you do want to show off badges--let us pick which ones show there! Same for the awards!
I do agree that the award showcase should allow people to pick which ones to show.
I am advocating for more control over what is shown on our Steam Profiles. There are many of us who enjoy spending lots of time creating a nice profile. More control over our own profile can only be a positive.
We currently have almost no control over these two elements in the top-right of our profiles ("Profile Awards" and "Badges"). The only control we have is hiding "Profile Awards" entirely.
Therefore I think we should also have the option to additionally hide "Badges" if we so choose.
Yes, there are showcases that allow you to show all your awards and (to an extent) all your badges. These are there if you want to display more than just the four of each. However, I think it would be a big improvement if we could pick and choose what displays in both these areas. Being able to choose the four of each displayed would allow for more creativity, personality, and freedom to be exercised within our Profiles.

Except Valve wants those two areas to be for the four most recent for each. And as they are working how everyone at Valve seems to want them to work, they aren't going to change it. Because it seems that nobody at Valve is so obsessed with their profile page that it bothers them what badges appear there. If it did, it probably would have been dealt with already.
And there really isn't much of an outcry from the community about this as most Steam users don't seem to be that bothered by it either. The 'many' you talk about wouldn't even add up to 1% of users. I've seen the posts over the years, it's really not that many people in the grand scheme of things here. So between that and it working how Valve intends, it'll probably never change.

And thank you to whoever is awarding every comment of mine here with the "Jester" award. One more and I will be able to afford an upgrade for my Steam Showcase.
Yes this is a small issue. Usually when people have an issue, they are very unlikely to actually contact steam support/create a forum post for improvement. Of those users who would do this, even fewer would do that for something as small and niche as this. Less than 1% of users actually put much effort into their profile in the first place, but for those who do, we spend a lot of time, energy, and real-world money on this.
I understand that these areas on the top-right were created specifically for the most recently acquired badges/awards, however I think this is what should change. More control over your profile can only help, not hurt, the <1% of players who actually care about their profile's appearance.
Additionally, I would like to add about the "Jester" award itself. That award is essentially just a form of cyberbullying. The usage of this award is the same as commenting a "clown emoji" under somebody on a social media platform. I have gotten *a lot* of rude/sexist/angry comments on my profile over the years from people I've played games with (mostly from Counter Strike). When they cyberbully me in this way, it is very easy to just press delete on the comment and never see it again. But when they cyberbully me by awarding me a "Jester", it is a permanent stain of cyberbullying that will forever be on my profile, and is visible to everyone who visits my profile.
Can you imagine if any other social media platform (facebook, twitter, instagram, tiktok) allowed you to leave a permanent clown emoji on somebody's profile? Available for all to see the moment you open somebody's main profile? And additionally tell you how many clown emojis that person has recieved? Those social media platforms would become even more of a toxic cesspool than they already are.
Steam is somewhat of a social media platform. Therefore they should take a stance against cyberbullying. Forget badges, it is at least the awards that should be addressed for this reason. My idea of allowing users to choose which awards are shown in the box in the top-right just seems like the natural solution to this problem--additionally allowing users more creativity and self-expression as a result.
