Require users who are repeatedly banned to issue public apologies - Or written apology to valve
Its a common practice for those who break the rules to apologize for their behavior as part of the punishment. So if your banned repeatedly part of the criteria for your ban to be removed should be that you have to issue a public apology to be posted to the forum where you broke the rules with the promise that you will behave and not continue to be a disruptive influence.

Alternatively, it could be required that they have to submit to Valve an appropriately contrite apology that valve would have to accept and deem sincere before they are allowed to return and post on the forums. This is an approach some game developers have used

Require, or make it an option?
I can just see all the heart felt apology video's and then notices they have thirteen fingers and three eyes because the used AI to make the video's. Still I guess it would probably be more realistic than if they did a video of themselves apologising.
You linked things devs do for cheaters. That's not the same as a forum/game hub ban.

No but same principle. Both involve actions users need to take before being let back in after breaking the rules. No reason they couldn't use the same thing for bans. The only difference in the examples is they broke a rule in a game instead of the forums, so the solution still applies.

It'd be better if they'd just show intentional nuisance types the door permanently like all other services tend to do.
