Can Steam Refund us and gifters when games become free to play?
I feel like the sudden change will be a problem in the future.

No, as you felt the money paid for was worth it. If you felt otherwise perhaps make better purchasing decisions in the future. Even if it is a sub-par game such as slitherhead, same applies.
Do you get repaid the price of a movie ticket when a movie goes on TV?

Do you get paid whenever a product goes on sale and then have to pay the company back when the price goes back to normal?
Why on Earth would they do that? lol
A game turning free to play is not a reason to refund previous purchases, no. After all, you decided yourself that the game was worth the money at the time.

Sure, when you figure out how to give back all the hours of entertainment and months or years of access before the game went free to play.

You can't? Too bad, silver lining, your money still got you a lot of value and making a game F2P breathes some life into the community which further increases the value you'll get from purchasing the game.

Generally depends on how long ago you bought the game. Do believe some developers would give a refund if you even had up to 30 days. Otherwise you would get cosmetic stuff and most likely something else.
