Add the ability to filter games in the library using personally applied tags, not just globally popular ones.

Currently, users can add their own tags to games, but these tags only become visible and usable once enough other users have applied the same tag. However, it would be very helpful if users could assign their own tags and filter their own libraries by them —regardless of whether they are present on store or not.

For example, tags like "Arcade Stick-friendly" or "Childhood Classic" are meaningful to me but don't have wide usage. Games with these tags are usually scattered across multiple collections, so filtering by personal tags would make organising and browsing the library much easier.
