Hello
There are allot of unserious people who just create free steam accounts to provoke and troll people in forums.

I like to recommend that to be able to use any steam forum and post something public then
you need to spend a minimum of 20 euro on products on steam.

I doubt that people who just want to troll and provoke people will spend money on an account
( or several accounts )

Game devs can already lock all sub-forums but 1 to owners only.

Not all level 0 users are limited accounts. In fact, the last one you called out as a level zero was not a limited account. It was a fully private account.
