You can clearly see it's iframe now as there is useless horizontal scrollbar too.
I tried in Firefox for example, and with normal scrollbar it's more obvious you can scroll down there:

So probably some unhandled change in Chromium caused this issue.
But the way it is now it can be pretty confusing, especially on phones or tablets where scrolling of iframes is pretty finicky.
I get that you find the window annoying, but I don't get the "I now have to scroll" complaint.
I believe it was introduced with new electron UI few years back but this became issue sometime during this year when Chromium was updated.
It's floating iframe that scrolls separately from the main page.
Try it on mobile to see what I mean.
Ideally, they should rework it so it scrolls as one page or change the limit of displayed items to 20 or so, that should cover most of the bundles. Or add some noticable indictator you can scroll down there.
And that vertical scrollbar makes it horribly unaligned right now.
