We can buy avatars, backgrounds, mini-backgrounds and stickers, but we can't buy emoji unless we own the game?
Why?

Let us buy emoji with steam points.

I could be mistaken, but whether you need to own the game for anything game-specific in the points shop, is determined by the developer themselves. There are things on the shop that aren't emojis that I cannot buy without owning the game and plenty of others that I can.

I always thought that it was universal across all games. I haven't found a game that let me buy emojis without owning it, but I can't say that I've tried them all.

Non-game ownership ones do exist.

You can scroll through and find several. They may not be for games you want, but they do exist. I found several of them from different games that didn't require ownership.

I have encountered games where you can't buy their BGs too unless you own them in shop. I guess, it is up to the devs whether you can or not. and not up to steam. :freijasip:
Oh wow, I didn't know that

Either way, my suggestion is that we should be able to buy all of it, including backgrounds and emojis, with Steam Points, regardless of game ownership!

Release the cosmetics!

that has nothing to do with steam, that is up to the game developers and publisher. go tell them that.

Won't happen.

The stuff that is exclusive to the points shop (animated avatars and such) is without restriction. The stuff that is ALSO available on the community market (emoticons, still backgrounds), has the restriction.
It's there to not undercut the community market.

It isn't. You should read the Steamworks documentation on the subject, you'll find out that Valve imposes this restriction.

The market is worthless when emoticons are made available freely for points. Get it?

i have made this observation as well.

i had looked for some emojis/emoticons myself, trying to spend some of these useless steam points and come to find, mostly anything i would consider getting, cant be gotten because i dont own the game, which is ridiculous and i know its on the devs.

as for other stuff in the points shop, im not really interested, dont care for or want any of the bg's, overpriced seasonal badges, or any of the other stuff....

i also find the point shop quite a hassle and kind of annoying, why does the left menu only scroll to the bottom, if you scroll the whole page down.. why cant you scroll the left menu down without the page?

they come up with these ideas and simply implement them without thinking them through...

kind of like the rewards... they were told it would cause issues, be it spam, farming or simply being used as tools for rudeness, yet here we are....

i have barely found a use for the points, aside from emojis/emoticons.... or simply throwing the points all away, using them like everyone else and "awarding" posts/comments, for the content being posted...

edit: im not wrong (despite what some may think).

have a nice day

You're wrong, though.

Steam Points Shop

With the introduction of the Points Shop, there is now a more direct way for users to acquire these items. Users must own the product and have at least two hours worth of playtime in it before they can redeem Steam Points for emoticons or static profile backgrounds.

There is also a separate set of assets and items available for direct sale via Points Shop. You can add those items after you've already shipped Trading Cards. See Points Shop Items for information on this topic.

The market sells a lot more than emoticons, so no I don't think the market is worthless if emotes are made available for points.

Yeah Steam can't decide how to distribute the icons on steam for games on steam. I'll message each dev directly to let them know to individually change their setting (on Steam) to allow steam to sell their emoticons with steam points like the other things on steam that steam sells for steam points that steam decided (except the emoticons, steam has no control over it)
