Make Beta branch games separate entity from original game
Example: I want to try Project Zomboid beta "unstable" version which doesn't have multiplayer, but sometimes I play with friends. In current state I need to redownload full game each time I change from unstable to current version to play online and vice versa, risking to lose my server progress and/or settings

That would be entirely up to the devs.
Steam cannot force them to do anything.
So your only chance is to go ask in their game hubs or via any other way to send suggestions directly to the game devs.

You can always check if a game is DRM free. Often you can move the folder out and install a second copy.
