We're all civilians. Steam's no government operation.
Normal users have white.
Orange for moderators. Only in the hub they have moderation power in.
Gold for game devs. Only in the hub for their games.
Green for Valve staff. Everywhere. Also have the Valve logo next to their nickname in a position that cannot be copied.
Yellow for Steam group officers. Only in the Steam group they have officer rank in.
So no matter what someone's nickname is, there is no way to confuse someone based on their nickname.

doubt valve will censor "mod" and i dont think thats a good suggestion.
that said, i have seen some use "premium valve verified account" as well, under their profile info, reporting it didnt net anything worth while.
btw, we are all civilians, unless one is in the military, or some type of government body, think you mean "average user", "steam user", or such.
in any case, most should know by now, or have noticed, valve employees have a much different account, than the average user, they also have headers above their account, talking about scams and such.
and when they make comments, they have different colored names (depending, ie.. yellow, green, orange and gold i guess... which looks more yellow to me) and badges next to their names (like "developer", "valve", "moderator", etc.., which also accounts for game hub staff for every game on steam), as someone else mentioned.
