Licenses are permanently bound to your account. They can not be converted into keys to use outside of Steam.
If you want to ask game devs/pubs to offer you a free console copy of a game you purchased on Steam, ask them.
the game developers are the ones that decide how their game is distributed, where it is sold, etc.
if you want to see a change to how licenses work, go talk to your lawmakers. until they force it, its not happening. and just remember, you may get what you asked for, but it is unlikely to be what you wanted.
But that's not something Valve can make happen on Steam.
Though it would not hurt to have a pc that meets the system requirements of the games.
