Download speed limit should not effect disk speed too.

title. I only need my internet speed you can take my disk... Or give it a different field on the settings. For example I have 12.5mb internet speed but 500 mb disk speed. I usually limit internet speed to 8 but it also does it for the disk as well. Please fix this tanks steam

That's intentional.

Valve does not want you to keep chunks on persistent storage because that would break encryption.
