Trouble finding steam library Game Save Files
The Steam interface should make it easier to find Game Save Files.
Clicking on the Properties -> Installed Files of a game will show the application data,
but the Game Save Files are always saved in a different directory.
For purposes of backing up the Game Save Files or playing on a different operating system,
it is necessary to find these files and manually copy them.
Since every game uses a different system for these Game Save Files,
the Steam interface should make it convenient to find these files.

That's a Game developer / Publisher problem not a steam problem.
That is nonsense. Handling the backup of save files is the function of a library and cataloging application system.

...and devs can put them wherever they like. There has never been a standard for this, even with Microsoft trying to implement one.

Steam already tries to handle this through the Steam Cloud service, so I don't know why you guys would say this isn't something that Steam should try to handle. They are already doing it, but Steam does it in a way that is not visible to the user. All I am saying is that the user should see where these files are located, in the same way that the Steam Cloud service already handles it.

Because the games developer / publisher handle how they want the steam cloud saves used / stored / and settings. It is not on Valve / Steams end.

Most game saves are now being stored under the C: Drive / Users / "Username" / Appdata folder.

under appdata folder you will see 3 more sub-folders /

/Local
/LocalLow
/Roaming

Varrious games and programs store data including game saves in a game folder in one of those 3 folders listed above.

You may have to set view folder settings to show hidden folders and files.

steam cloud saves are sent to a folder within steam/userdata, steam has zero control over

appdata (this is normally a hidden folder by default)
documents
documents\mygames

or the registry
