More like abusing regional prices.
Bait and Switch laws state that when you have a price shown for your region, they CANNOT charge you a different price at checkout (excluding when sales tax is involved).
You can still gift if the difference is under 10%. And, no, Valve cannot charge you a different advertised price. Your price is your price. They are not allowed to charge you a different price based on the reason you are buying the item.
