GabeN doesn't want to add a subscription to Steam, at this time.
GabeN would work with MS to bring Gamepass to Steam or any other dev/pub that wants to add a subscription to Steam, if they want to. The same way they parneted with EA to bring them back to Steam along with EA Play.

Because at $5 a month, it would take a year of only playing one game to make the price of one $60 game.
EA can do it because they own all the games, so they can sell them for any price.
But Valve only sells games for the prices that developers set. Where does the rest of the money come from? And at that point, why not just buy the game directly?
I was researching this when I thought of starting a "Gamer's Lounge".
The Steam Cafe system? You pay full price for the games you want to add, per computer you have at your internet cafe. There are specially marked purchase options for games that support that.
