Each of those have their own currencies on Steam where Valve suggests prices but ultimately, it is up to the game devs/pubs to set the prices for those countries.
Game devs/pubs can see that already. It is ultimately up to them to set the prices.

NEOWIZ ignored Valve's suggested pricing.
It seems that Hong Kong and Norway are the only 2 that are lower than Valve's suggested price.
They simply don't care that much about pricing in nearly every country.
