Screen time restricitons on Steam for oneself
Add a feature which you can enable, blocking you from using your steam account (thereby blocking videogames) for people who want to improve their time management and/or videogame addiction. It would work by not allowing you from opening videogames during a set period of time. Thank you.

Most people have cell phones. Cell phones have clock/timer functions with alarms. Set your alarm for the amount of time you are willing to devote to video games and stop when the alarm goes off. If you don't have enough self-control to stop, you have bigger problems than Steam can solve.

You don't need a cell phone for that. Every operating system that Steam runs on comes with a program that can do timers and alarms.
Manage your addictions yourself.
I think Steam Family View can do something like this, but you'd have to read the documentation because I only have the vaguest memory of it.
As mentioned Steam family has limits on how much you can play games. Just have someone set it up for you so you don't know the password and can't disable it.
Steam Overlay has a built in timer that you can pin to a game window.

Set windows to turn off your display (max 4 hours).

Buy a battery operated or mechanical alarm clock and set a time for the alarm to go off.
