Option to throttle downloads when playing game.
So, we can STOP downloads or let them be when we play games, or set throttle manually, I propose option like we already have for steaming - "Throttle downloads during gameplay".

Turn off the "allow downloads during gameplay" and it will stop downloads while you're playing a game

I don't want to stop, I want to throttle.

Right now Steam only has the 2 options, download while playing or don't.

This is due to the processing power requirements of downloading a game and playing one at the same time can be rough on some computers.
Not all computers can handle doing both at the same time.
