The correct answer is to get the government to clamp down on this banana republic nonsense but it turns out governments also like having access to this power laundered through corporations. A lot of enemies built this and a lot of thought went into making sure there is no escape or alternative.
And with how much trouble so many Steam users have with keeping their accounts secure, it would not be worth the legal trouble dealing with that when someone gives out the login information of their Steam payment card.......
No, at best Valve could do something like Paypal, Google Pay or Apple Pay. Which means nothing, since all those still connect to the networks and services of MC/Visa.
