With many modern games launching with all sorts of performance issues or using the infamous Unreal Engine 5, which has many issues of its own, reading through reviews can sometimes make it hard to judge if a game runs well or not, as not everyone mentions their PC specs in their review. So it is possible some people are running a game on really low end hardware and facing performance issues, which would be impossible to tell from a review unless mentioned.

As a PC-centric storefront, I think it would be a good idea if there was an option to add PC specs to your Steam profile or reviews, so when browsing reviews you can click on a button to the side of the reviewer's name for example and see their PC specs (if the user has added them). That way you'd be able to more reliably tell if a game is running poorly on all sorts of hardware, or the majority of people leaving negative reviews for performance simply use older hardware for example.
