japan solved the payment processing issue years ago with other apps
Konbini (Convenience Store) Payments:

This is a popular method for paying for online purchases and bills at convenience stores like 7-Eleven, Lawson, and FamilyMart. Customers receive a payment code, which they then use to pay with cash at the convenience store.

Here in the us, we have had this with some apps, but it's rarely used. If Steam adopts this, it might cause other places to follow and take strength away from Visa and Mastercard, hopefully causing people to not be so reliant on them. Plus it would be a 1st-level filter for age restriction, but that's more of a side idea.

You can pay with steam gift cards which you can buy with cash... At least in the EU
Also paysafecards which is the same but you can have lower minium spending of 1 euros only.
Glad I dont need a credit card where I am to buy stuff online.

Yah but having it this way causes more steps and it would be simple to just load the steam account like a prepaid card sorta thing
