Add Troy as a payment processor for Turkish users.

Troy - is a Turkish payment processor that's now widely found on newly issued Credit cards in Turkey. But sadly we cannot shop here since Troy cards aren't accepted. Can please Valve add this payment processor to Steam, so we can use it? Thanks.

I see, so if anything Valve (and Discover) needs to work together to add their payment system to Steam
