Allow Users To Create Cloud Saves For "Unsupported" Games
This would allow players to create their own convenience, especially for older or neglected games that do not have this feature.

Allow players the access to set their own Cloud Save paths as an option.

It is named Steam Cloud for a reason because you have the games directly on Steam and the developer on a per game basis uses Steam api to add the function or not as it is optional.
