No need to spam. Also uninstalling will uninstall, that is simply how that method works for any software.

if you have multiple accounts on one computer , steam is not installing multiple copies of the game , it's insall the game once and everyone access the same copy.

uninstalling is like what the previous person said and it's remove the game files from the computer.

When you have the same game on multiple accounts on the same computer, it will use the same game folder to play the game regardless of what account is using it.

You don't have multiple game folders for the same game.

So when you uninstall it via one account, it removes the games files from the computer, so thus no account on the computer can access it again until the game is reinstalled.
