Program Files containing User Content
Steam currently saves screenshots and saves for specific games to the Steam Program Files folder.

People generally believe that the Program Files folder contains only installed software of programs and various apps without any user data.

Therefore, most people do not backup the files contained in the Program Files folder. They backup everything else except the Program Files and the Windows folder because they believe they only contain stuff that can be reinstalled. Especially when reinstalling Windows.

If people don’t have Steam cloud enabled for whatever reason, they risk losing saves, screenshots, and other user created content.

Suggestion
1. Steam should save game saves that otherwise would be in Program Files to a folder in Documents.
2. Steam should save Screenshots to a folder in the Pictures folder. Likewise for Videos.

There's a setting in the "In Game" tab to save an external copy of your screenshots in a location of your choice.

Steam can't change where games save their files. They don't ask Steam where to put the files, and Steam doesn't have that level of control over the system calls being executed by a game.
