Seems a bit redundant? GPU software tends to have the ability these days to force a maximum FPS. NVIDIA Control Panel has a "Max Frame Rate" option.
Some games also give the option to limit frame rate or uncap it as well.
Heh. Not sure I want the client to have this level of control over my computer when options already exists.

But, to each their own I guess.

FYI. I usually use RivaTuner to cap my FPS on PC and Goverlay (I think it uses mangohud for that.) on Linux.
Stab in the dark here, but they may be referring to "fps lock" in the same way I've heard others refer to locking out the windows key while playing an fps game to avoid accidental presses. Some games already have this feature built-in which in that case they need to contact the game developer for suggestion. If it is however regarding the gpu's fps they would simply need to do as mad scientist and thermal lance stated.

Aside from Vavle's own games what do you think Valve and Steam would be? They would be a 3rd party tool. Steam itself is a third party launcher for many games. Do you not realize this? Or were you in such a rush to save your idea or have things just so that you're willing to say anything even if it's obvious nonsense?

By whom? I've used the FPS limiter in Nvidia's control panel for years can't say I've had any issues. Seems effective to me. Or is this one of those pseudo-expertise things that are repeated ad nauseam.

And really if it's such a problem that Nvidia can't manage it in their own drivers and at the hardware level, what makes you think Valve's solution will be so much better than the existing solutions?

Being stubborn and contrary and adverse to existing solutions may not force a new solution because you're stuck on the idea.

Engaging in a technical discussion with someone who responds discourteously and fails to acknowledge legitimate performance concerns—such as stuttering related to NVIDIA’s FPS limiter—ultimately feels unproductive.

I'm mostly a retrogamer.

The fps limiter from the gpu doesn't always work. Going as far as preventing some of those games to run.

Rivatuner works every time so far.

RivaTuner is undoubtedly the most robust option for Windows at this time. Nevertheless, the availability of multiple solutions fosters innovation and user choice. Given the proven effectiveness of alternatives on platforms like Steam Deck and Bazzite, their adaptation for Windows could significantly enhance the user experience.
