Someone will always be inconvenienced no matter what day or time it is.
This is supposed to be an American Company, inconveniencing all of America with their Tues chaos when folks are just hopping on from work or school.
Valve has probably picked this time because it's the most convenient for them. Don't see them change that anytime soon.

What other time would be better to have maintenance?
As Steam is pretty much a global service it has around the same number of users on at all times. So no matter what time it's scheduled for it will impacted the same amount of users. So they do it when they are still in the office.

The time you suggested is the busiest time of the entire day. 5pm EST is the low point of the day when you look at global players.
Yep, maintenance occurs when steam is is at its lowest user levels which is common sense.
That is not our problem. This company is located in Bellevue WA, and Mr Newell gets big fat tax cuts to operate here.
If he wants to appease others, let him move his company there.
If you don't like it I suggest you look into another service then. Business decisions take into account ALL your users, not just the users of one country that is the basics of running a successful business.
I suggest you try to make your own company and see how well your users take it when you tell them they aren't important to you because they don't live in America.
Also you might want to look up what time 3pm PST is in EST. Its one of the best times to do it in the US as most people are at work or in school, and as you pointed out they are a local company and require staff on hand to do it, so most work a standard 9 to 5 job. It would be unfair to the workers to require them to come in at 5am in the morning on top of being the worst time to do the maintenance.

Hard to argue when seeing the connections made...for each time slot. Its never going to suit everyone but cant say they have not tried... i'm just unfortunate that it will always interrupt my game.
