Report a translation problem
I don't believe the OP is asking for translations, or an auto translation feature here. They are asking to not have to redownload the game every time they want to switch language.
With that said, that is still out of Valve's control because the developers control how the game handles changing language. Some games do let you switch language from inside the game, on the fly, but that again depends on the game, so it is up to the dev.
There are many games that don't do it that way. And quite frankly Steam doesn;t know the language files from the readme files.
The thing I'm requesting is for Valve to adjust their own steam function that already exists and is there to change the language of a game, to allow for multiple simultaniously installed languages i.e. ([x] when changing language keep the current languages files in a seperate folder).
Edit: To give an example when I navigate to the game Dying Light 2 in my library and open properties from the context menu, in the general section there right now already is that dropdown menu allowing for a change of language. My request is to have some built in way to tell that function that I'd like to keep both language files. I am aware that it is not a 2 minute job, there are quite a few considerations to be made.
