Secondly level zero is a full Private account, or Friends only account.
Only according to people who think that an account being private is significant in some way. But it isn't.
No. Valve's system isn't designed around people with inane biases. Or if you choose to believe silly things, then your lot in life is to waste your time doing silly things. And that's not a problem anyone needs to fix for you.
Valve prevents bot/spam by preventing free accounts from initiating communicating with / adding other players. (They can only be added by a paying account)
It's very easy to identify trolls and idiots and block them accordingly.
If a profile is set to private or friends only it is displayed as level zero, regardless of the actual number.
