Looking at Heretic+ Hexen on Steamdb it seems they added it to all the old versions packages, so there is no "new" license they just added it to the old ones.

But yes, it should have a notification, i only saw it because i was scrolling down my library looking for another game. It could have been added a week ago and i would've been none the wiser about it.

Yeah i found out i owned it cause i went to store page to see about price and it said "In your library" lol System shock 2 remaster was same way cause i owned original

Game devs could post an announcement for the What's New shelf for this.

It's not related to System Shock 2, though. It's just coincidence. Bethesda added to some of their past bundles. So anyone who owns those bundles will have found Heretic+Hexen in their libraries now. OP would have to do a little research to know which of the bundles they own.

I got it for free because I own the QuakeCon 2011 pack.

Didnt say they were related, System shock 2 is because i own the original and Hexen+Heretic is because i own the originals
