option to disable the glow of rare achievements

The vibrant glow of rare achievements isn't pretty and doesn't represent any difficulty in achieving them, because 10% isn't even that rare, and many games will have more than half of the achievements glowing because there aren't many players trying to get 100%.

Give me the option to not see the glow.

Personally, I find the glow funny. It typically showcases how underplayed certain aspects of those games are.

The glow is like an award for devs that made features that nobody uses....It's like the steam equivalent of the Golden Raspberry Awards
