Blocking limits YOU not the other guy.
When you apply the block you are literally told you are not going to communicate with them, not vice versa. They can quote and reply because they do not have you blocked and do not know they are blocked. These are public discussion forums, where everyone is invited, whereas a blog or group is where you control who posts.
As for "everyone wants" can you link the poll or survey you sent out to everyone.

This idea is poorly thought out.
You blocking someone will never restrict what that person can say, it should only restrict what YOU see and interact with. You will never be able to stop other users from disagreeing with you.
Umm, that's not how blocking systems work. Once you block the other user, the other user cannot quote and communicate with you. It doesn't matter if the other user have you blocked or not.
It's a "I no longer have interest in communicating with you" tool.
If you don't have interest in communicating with someone, it shouldn't matter to you what they do.

All it does is frustrate the user experience. Also users should not have the power to negatively affect the browsing experience of others. They want to curate their own experience? Fine.
Though block does need an update, mostly so quotes of blocked users remain filtered, posts by blocked users don't set off thread subscription alerts, and removing click to show or at least giving it a toggle off option with the option toggled off by default.
