Bug? What's New shelf contains games I've never played.
Games that are being family shared to me are showing up in the What's New shelf, despite having never played them (although my family has).

The What's New default settings say that games I have 0 hours of playtime on should not show up there, so I'm not sure why playtime among family members is being "pooled together" in this instance.

If they're in your library then you might get those What's New shelf entries.

The What's New isn't strictly for the games from your library that you've played.

From the What's New settings tab:

Some games will be automatically excluded from What's New if you never played more than a couple hours and it's been a long time since you last had any activity in the game.

I feel like it's a reasonable assumption to make that, given the above, if I've never played Peak but people in my family have, I shouldn't be seeing 5+ announcements for the game in my What's New shelf.

Stop making assumptions.

"Some" does not mean "all".
