You can't dock it or pin it to the client manager, but it's always easily accessible to open in a seperate window on the bottom right corner of the steam client.

You can open the friends/chat window and then resize the main client window and just keep those two side-by-side

I know that but it is for when the player is going to and from the desktop it would be a lot easier to see both than constantly extra clicking to see both when they get minimized to the tray. Such a hassle. There should be an option to dock or an option to never minimize to tray.

You mean when you're exiting a game and returning to desktop? For me they both stay open when entering or exiting games unless i switch to big picture mode or exit steam altogether.
