I never heard about Spring Cleaning (or don't recall it)!
It does prove that this kind of feature can be added, as it was done before.
Also, I forgot it in my first post: it can be useful for Big Picture and for Steam Deck users. It will spare them the use of a third party website.
The Steam Labs makes good steps towards quality-of-life features. Maybe they can think about it
