Makes no sense. The only reason to collect them now is if you think the extra badge is unique enough to justify the extra cost.
One small wrinkle. Unless Valve also increases the supply, what will happen if demand increases with existing supply? Prices of Foil Cards will go up, quite a bit perhaps.
So does your idea still seem attractive to you, if you now have to spend $20-$200 for a badge? Maybe trying to increase demand for a limited supply doesn't benefit you as much as you think.
That being said, making foil badges more interesting is a fun idea. I mean I never bothered with them because I'd never have anything close to a set of foil cards naturally. You're only ever going to get one and then have to buy the rest. And it can be pretty pricey for what amounts to nothing. Adding some perceived value might grease the wheels a bit for some users.
But still, supply and demand, and tinkering with that has consequences. Are they going to be for your benefit?
