Add Publishers block-list for the user to manage [Steam Client Update]

Issue:

The client is missing the option for the user to be able to manage all the blocked Publishers

So far these are the only two ways to achieve this:

Accessing the Publisher page by clicking its name on the specific game
Through the Home Store dedicated section ("From Developers & Publishers You Know") you can find by scrolling a bit down or, alternatively, by opening the https://steamhost.cn/publisher link via the Steam Overlay browser.

The second option feels especially clunky since you can't search for specific Publishers and you are forced to manually look them up page by page.

Solution to implement:

Create a list similar to the already working one for Ignored games https://steamhost.cn/account/notinterested right below it, so that's just as easy to manage too.

Bloody oath, some of these publishers are the biggest scumbags out there and the list is getting bigger every day

Yeah.
That feature could really use some better streamlining.

Also separate curators from publishers.
As it currently is, curators and publishers both count for the 100 pages block limit.
