At any rate there's some missing details here you should elaborate on if you want better than random guesses.
some games save their saves and configs in windows user files
which is what windows clones to onedrive, and restores when missing or deleted
then log into ms onedrive and delete all your stuff

Windows tries it's darndest to prevent that. You need to change ownership permission over the system folder and delete the executable. And maybe set the folder as read only for good measure, but then Windows Defender might identify it as a malicious action and revert it.
It's not Steam saving there, but your games doing it. It means you haven't actually disabled One Drive at all. If you can see OneDrive in the file explorer then it is still on.
You should be able to disable it from the file explorer.
when you have sync enabled you have to disable that before you block onedrive from startup or uninstall. then it will reset it to default folders in your profile folder
