Bottleneck on a 4060 / R5600x @1080p (Game gift reward if fixed)
So i got this build a few weeks ago and everything was fine, gpu usage was in most games around 90-98% (as it should) and suddenly my gpu usage is very low in most games, especially online games. I play on 1080p and no matter what settings i use, my gpu usage doesn't change at all. I know high gpu usage doesn't mean always high fps but i had almost better frames on my old 2060... I shouldn't be dropping from 180 fps to 90.

BF 6 - 50-70%
BF 5 - 50-80%
Stellar blade - Without frame gen 50-90% (with frame gen 70-98)
CS2 - 30-60%
Delta Force 50-70%

I could list more games. I even gave my PC to a PC service store and even they couldn't figure out why my PC isn't performing as it should. They fully reinstalled windows, changed GPU to a 5060 and it was behaving the same, gpu was almost never at over 90%. Im losing over 50% FPS because my GPU isn't being fully utilized. The only thing they didn't change is my CPU, but my CPU is 3 months old so it shouldn't be dying already, right?

One thing is really weird, i had the same issue with my old 2060. I couldn't even really play CS2, Delta or BF6 because it stutters like hell. Now on my new build the issue is still there.

if you check any benchmark video on youtube with my build, i should be getting way better performance than i do. I tried benchmarking with mutiple programs and the GPU is being fully utilized and my PC doesn't crash or anything but ingame im getting low gpu usage. For example in Stellar Blade the GPU is being almost fully utilized WITHOUT dlss and framegen but if i don't use framegen then my GPU won't even go above 70% even on highest settings with FPS unlocked.

Im really out of ideas, i tried everything i could and even if the PC service can't fix it then what am i supposed to do?

Ryzen 5600x
Gigabyte NVIDIA GeForce RTX 4060 GAMING
MSI MPG B550 Gaming Plus bios
Corsair 32GB 3200mhz
Windows 11
Be quiet 650W
180hz

Before i gave my PC to the PC service guys i tried everything i could think of:

-Reinstalled windows
-XMP on / off
-Changed nvidia settings
-Updated / downgraded / reinstalled GPU Driver with DDU
-BIOS / Chipset update
-Changed power plan to performance / ultimate

Im really out of ideas and this is so frustrating because i paid so much money and my 4060 performs almost as my 2060...

IF anyone has ANY IDEA what the cause could be, i'll buy you a game worth 60 euro next month and im not even kidding. I spend all my money on this rig and on the PC service so i can't buy it now.

Im about to give my PC back to the PC service because im not having fun playing games with bad performance and stutters.

is the % cpu or gpu?

if all forms of vsync are off and gpu is not at 95% or higher, then its most likely the cpu bottlenecking

you cant look at cpu usage, cpus have way more cores/threads than game can fully use

ive just one question if you used several benchmark software...

what was the result for your cpu and gpu compared to other hardware?
userbenchmark or passmark lets you compare for example...
Can you run a Userbenchmark (please no bully) and then paste the link to the results here?

If it worked fine at one point, then I would question whether it was ever the pc's hardware to begin with. Are all these internet base games? You reboot your modem/router? Not sure if that would affect gpu usage or not though.
The monitor. Why? Refresh rate. Pointless its 1080p. I think my webcam does 1080p 30hz.

Lets use this seen as it's the lowest, run the game at 1440P or 4K max settings and downscale, that should max GPU use, see how that goes first.
Use CPU and GPU benchmarks to validate the behaviour of the components separately. Are their benchmarking scores around the mean value and within expectation?

You're very likely CPU-bound at such a resolution. The 5600x has been available for nearly 5 years. It's a 6C/12T CPU.

One issue; most UE (4) games are not well optimized.

BF6 seems to be well optimized. What's the CPU usage on the cores/threads?
What's the power consumption?

You need to tinker in the UEFI to get the most out of Ryzen 5000 CPUs. If Precision Boost Overdrive (PBO) is disabled, there is a lot of performance left on the table.

Did you increase the PPT/TDC/EDC limits?
You should be able to increase the maximum frequency to 4.85 GHz (+200 MHz).
Use the Curve Optimizer to adjust each core's voltage/frequency behaviour. A cooler CPU will reach higher frequency and maintain it for a longer period of time.

As has been said above the first step is to run a benchmark. I prefer passmark.

For online games I don't think it's necessarily strange. When I play FO76 which is online with a 13400 / 4060ti at 1080p I get around 90 fps in exteriors. Gpu is sometimes 90% sometimes 50%.

It's years since I played BF5. The number of players selected impacted performance if I recall correctly.

If the pc was running correctly and nothing has changed, I'd open it up and check everything is seated, plugged in etc correctly. You may have bumped the cooler when installing the 4060 which could have unseated it or broken the thermal paste. Or not pushed in gpu-psu cables fully.

It could be a disk if you've been downloading more junk. The performance of some drives can reduce as % used increases.

But 1st work out if it is running slower than it should with a benchmark.

If you turn on vertical sync you will see the video card do 15% at 1080p with everything on max. Why low resolution and no duty for the video card do.

You have a powerful system do 1440p minmum
Question. Does the fans on the video card even come on?
