Sounds like the CPU had a fault judging by what you said. You could speak to the retailer you bought the cpu from and ask them about a refund or replacement.
Try the CMOS reset thing again but make sure that it's unplugged from the power outlet and while it's unplugged with the battery out, hit the power button on the pc a couple times while you wait for a minute or two. Not sure if you missed the button tapping part or any other part, but I'd like to hear you do it just like that and see if it makes a difference.
I did all of that and on both motherboards, it seems the CPU is completely dead and I’m afraid my AIO has caused the issue by it’s pump dying, it is a very cheap AIO from a brand that I won’t tell because I don’t want to sound dissing any brand, but now that I checked through and realized the pump making 0 sounds and it seems it’s dead af… probably it killed my CPU :(

Idk, I will take it to the retail and see what happens… now that I come to think of, when the CPU overheats, should it not shut down the whole system? Because of the build in feature idk is it called prochot ? Or something… I did not get a system shut down, just a black screen with all fans and motherboard still running

A CPU should theoretically function for quite a while in that state. It still had passive cooling from the water block itself with heat dissipation by way of a stagnant water pipe.
I would have put my money on a BIOS or motherboard issue. A lot of modern motherboards don't strictly support rated ram speeds out of the box, but you said you already flashed it.
It might still be a PSU/Mobo issue. Something worth testing if you have the spare parts for it.

Warranty it doesn't hurt to try
using clr_cmos jumper, you only need to short it for a second or two
they will throttle low enough and still run fine, they will hit and hold 90-100c but not crash or lock up the system
its not the aio giving it problems
